Overview

All locally registered or incorporated organisations in Singapore are eligible for course fee and absentee payroll funding when sponsoring Singapore Citizen and Permanent Resident employees for SSG-funded training courses.
Absentee Payroll Funding is a grant designed to offset manpower costs incurred when employees attend SSG-funded training.

Who is eligible for the credit?

Course Fee Funding
  • Organisation must be registered or incorporated in Singapore
  • Non-business entities not registered with ACRA, such as Voluntary Welfare Organisations (VWOs) and societies are eligible
  • Sole proprietorships which meet all of the above criteria are also eligible
Enhanced Training Support for Small and Medium Enterprises (ETSS)
  • The organisation must be registered or incorporated in Singapore.
  • At least 30% of the organisation’s local shareholding must be held by Singapore Citizens or Permanent Residents.
  • The organisation must have no more than 200 employees (at group level) or an annual sales turnover of no more than S$100 million (at group level).
  • Sole proprietorships meeting the above criteria are also eligible.
  • Non-business entities not registered with ACRA, such as VWOs and societies, are also eligible.
SkillsFuture Mid-Career Enhanced Subsidy (MCES)
  • MCES supports Singaporeans aged 40+ in upskilling and reskilling.
  • Employers can get up to 90% course fee funding for SSG-funded courses.
Absentee Payroll (AP) Funding
  • Organisation must be registered or incorporated in Singapore.
  • Non-business entities not registered with ACRA, such as VWOs and societies, are eligible.
  • Sole proprietorships meeting the above criteria are also eligible.

FAQs

Employee qualification criteria for AP funding
  • Must be Singapore Citizens or Permanent Residents.
  • Trainees cannot be full-time national servicemen.
  • Courses must be fully paid for by the employer.
Changes to SkillsFuture Course Fee and Absentee Payroll Funding
SSG regularly reviews its schemes to ensure effective use of funding resources and to deliver the best training outcomes for the local workforce. As part of this review, the following revisions will apply to all SSG-funded courses starting on or after 1 January 2022, regardless of enrolment date:

SkillsFuture Course Fee Funding:
  • Course fee subsidies will be simplified and standardised at up to 70% for courses at SSG-appointed CET Centres and up to 50% for certifiable courses approved by SSG.
  • Enterprises qualifying for enhanced subsidies (SkillsFuture Mid-career Enhanced Subsidy and Enhanced Training Support for SMEs) can receive up to 20% additional funding, totalling up to 90% in subsidies for courses with strong manpower outcomes.

Absentee Payroll Funding:
  • A fixed AP rate of $4.50 per hour will be introduced from 1 January 2022.
  • A cap of $100,000 per organisation, per calendar year, will be set on AP funding claims to ensure broader distribution of benefits across companies.
