Overview

The Enhanced Training Support for SMEs (ETSS) provides additional funding to help small and medium-sized enterprises (SMEs) develop the skills of their employees. SMEs form the backbone of Singapore’s economy, but often face challenges in sponsoring staff training due to constraints such as cost and manpower. Through ETSS, SkillsFuture Singapore offers higher course fee subsidies of up to 90% to support SMEs in sending their workers for approved skills upgrading programmes.
This enhanced funding aims to make training more accessible and affordable for SMEs, so they can confidently invest in building the capabilities of their workforce. ETSS plays a key role in building a skilled talent pipeline among SMEs to boost business competitiveness and productivity for the future.

Who can qualify for Enhanced Training Support for SMEs?

The Enhanced Training Support for SMEs (ETSS) scheme provides additional funding for skills training. To be eligible, companies must meet these criteria SSG | Funding Support for Employers (skillsfuture.gov.sg):
  • Registered or incorporated in Singapore
  • Have 200 employees or less, or annual sales turnover of $100 million or below
  • Eligible trainees include:
  • Singapore citizens or permanent residents
  • Fully sponsored by the employer for their course fees
  • Not undertaking full-time national service during training
Importantly, this funding supports all organizations including non-profit entities like voluntary welfare organizations (VWOs) and societies. The aim is to help small businesses and community groups upskill their workforces.
However, government agencies like ministries and statutory boards are not eligible. Sole proprietorships meeting the size and revenue thresholds can also apply. Overall, ETSS makes skills training more accessible and affordable for small companies across Singapore.

What does Enhanced Training Support for SMEs cover?

ETSS provides different funding levels based on training types:

CET centre courses and SSG-supported part-time diploma/certificate courses from autonomous universities, polytechnics, ITE, and NIEC receive up to 90% of fees covered. Eligible courses include part-time diplomas, specialist diplomas, industry skills certificates, NITEC and higher NITEC courses.

External training provider-led certifiable courses receive up to 70% fee subsidies.

In-house certifiable training programs are subsidised at $15 per staff per hour.

The 90% subsidy tier encompasses short courses from autonomous universities as well as relevant part-time programs through polytechnics, ITE and NIEC. Overall, ETSS provides flexible funding to support skills upgrading through external programs and internal firm-run certification courses.
